What is an anarchist jurisdiction?

The administration says it will refuse to give Federal funds to “anarchist jurisdictions.” There is no legal definition of that term, or for withholding funds. The Department of Justice claims Seattle, New York and Portland permit “anarchy, violence, and destruction.” The evidence for these claims is debatable. Note that Seattle and New York City pay more in federal taxes than they get back in federal funding. This issue is likely be decided in court.
