Mailed ballots have tracking codes that protect them from being illegally copied, stolen or used by unauthorized people. 

Careful studies of voter fraud over the last decade found that it effects less than 0.0003% of votes.

In 2016, five states offered universal vote by mail. Out of 50 million mail ballots, there were fewer than 30 questionable ballots across all 5 states.
